Pull-request config for 'Minimum required builds' watches wrong ref

    Description

      This seems like a bug but I can't navigate the support system so here it is.

      The ref being watched for successful builds in a PR seems to be /refs/heads/* and not /refs/pull-requests/prnumber .

      /refs/heads is not the PR and does not include the merge back to the destination.  Can this be fixed?
