Allow disabling of in-browser editing feature at the repository/project level

At present this can be turned on/off globally but not on a per repository/project level. Would be good to have a more granular control for this feature.

As part of the granularity, if control is implemented at a project/repository level, it would be beneficial to also have a user based exception list.
