Description
I think the repository-wide setting makes a lot of sense and see it as an advantage over GitHub's current feature set. But I can also see the case where you might want to automatic merge of pull requests for a development branch with a successful build, but then require manual approval and merge with more stable branches. Or perhaps you have a branch for which there isn't a meaningful build process so you want to disable the successful build requirement.
