No accessibility text is read for sidebar navigation items when sidebar is collapsed

Problem Definition

When navigating Bitbucket Server using a screen reader, elements in the sidebar (such as the 'Commit' icon, 'Branches' icon, 'Pull request' icon and 'Settings' icon) have no readable text.

Description from BSERV-8608 where this was previously tracked:

Some of the feature in Bitbucket Server are not fully accessible when accessed through a screen reader (e.g. ChromeVox for Chrome).

In particular the following links are not read correctly:

In the project view when the sidebar is collapsed

• Settings 'cog' icon -> no text is read

In the repository view when the sidebar is collapsed

• 'Commit' icon -> no text is read
• 'Branches' icon -> no text is read
• 'Pull requests' icon (when there are no open pull requests) -> no text is read
• 'Pull requests' icon (when there are open pull requests) -> only the number of pull requests is read
• Settings 'clog' icon -> no text is read
