Compare view should refresh diff/comments when tab switches

When switching beteween the "Diff" and the "commits" tabs on the "Compare" screen, you get a spinner. However, data isn't actually loaded. You have to manually hit reload on the page to get the latest commits, if any have been added since you first visited the page.
