"is not a valid user" error in branch permissions for usernames with special characters

Bitbucket Server now seems to be allowing creation of usernames with special characters. Branch permissions fail for such users with a "<Username> is not a valid user" on screen error. Repository and global permissions are not affected. No errors reported in logs.
