Code Review without Pull Request

Much like a Pull Request a Code Review would be something that could be tracked and looked up at a later date.

It would allow post merge review of the current standing of an entire project. People could comment on certain things about the code lines that should be changed or updated.

This would be a useful feature because during pull requests you can only comment on what was changed and after the fact you can only comment on a commit by commit basis.
