Project and repository Access Keys created when SSH access keys enabled systemwide remain active after SSH access keys are disabled

Disabling SSH access keys systemwide prevents project and repository Access Keys from being added, but any project and repository Access Keys created while SSH access keys are enabled remain active after SSH access keys are later disabled. Disabling SSH access keys systemwide should prevent any existing project and repository access keys from being used.

This issue only affects project and repository Access Keys. Ordinary user SSH keys continue to work regardless of the setting of the system "SSH access keys" option.
