Make Hipchat pull request notifications able to "notify" users in the Hipchat room when the Hipchat notification is sent

For reference I am referring to the behavior that Bamboo has when creating a Hipchat notification:
"Check this box to notify room participants (ie via Growl) of the new message."

This would be very useful for our workflow. Right now email notifications are either not checked, or lost amidst the mass of emails, or due to STASH-4260 (thanks!) there is a message in Hipchat about PR details, but no one notices it as there is no notification.
