When a user has been assigned branch permissions (see screenshot) the backwards compatible branchPermissionService.findPermittedEntities does not return this user. No users are returned.

This breaks functionality for plugins that use branchPermissionService instead of DefaultRestrictionService (3.10 only) for backwards compatibility.
