HipChat integration - repository defaults per project

In order to reduce effort when creating new repositories
As a Stash user
I want the ability to set default HipChat integration settings at the Stash project level which apply to any new repositories

Background

We have dozens of repositories in each of our projects. It would be helpful to be able to set default repository notifications for any new repositories added to a project. These defaults should be stored at the project level.
