Upgrade to 3.10 breaks existing Branch Permissions

We upgraded from 3.50 to 3.10.0

Developers that had existing Branch Permissions on their repositories are now being prevented from pushing to branches that the permissions show they should have write access. The Branch permissions show write access for only 2 groups, the developer in this case actually being part of both groups..
