Improve the error message when adding an existing user

In the Permission screen, when you add an existing user.. the message being displayed is "No Matching Users Found" when indeed, the user is already added that's why it's not showing up.

Note: We have a very long list so searching for the ID in the page won't do because you need to scroll all the way down to load the complete list.
