DevSummary doesn't handle JIRA keys with thousands of commits associated with it

When a JIRA has thousands of commits associated with it, Stash does not properly limit the number of commits that it returns.

The result is really long response times on the /rest/remote-link-aggregation/latest/aggregation (minutes) and high memory usage while that request is being processed.
