Allow users to select charset for each repository

Background

In Japan, there are so many charsets. So it will be difficult to specify the correct charset automatically.
So there should be the function that allows users to select charset (e.g. utf-8, windows-31j, x-eucJP-Open, x-MS9320213 and so on. ) for each repository.
If there is this function, customer will be able to prevent from facing the garbled character in many case.
