BranchInformationService is not available for plugins

When trying to use BranchInformationService in a Stash plugin, adding <component-import key="branchInformationService" interface="com.atlassian.stash.branch.info.BranchInformationService"/> to atlassian-plugin.xml results in the following error:

2014-12-02 22:11:22,208 ERROR [localhost-startStop-1] c.a.plugin.osgi.factory.OsgiPlugin Never resolved service '&branchInformationService' for plugin 'com.jeffthms.stash.myplugin' with filter (objectClass=com.atlassian.stash.branch.info.BranchInformationService)

This is because BranchInformationService is not published for other plugins to use. Since it's publicly listed it should be available to be imported.
