Avatar picker doesn't work in IE9

The Avatar picker dialog used for Project avatars, User avatars and the Look and Feel plugin for uploading a custom header logo isn't working correctly in IE9. Selecting a file doesn't do anything and drag and drop uploading doesn't work.
