CompareController should show plugin fields

CompareController, in opposition to PullRequestController doesn't employ functionality regarding processing of form fragments. Therefore, when we attempt to create pull-request via the Compare Branches page we are unable to show our custom controls in the page.

It would be great if CompareController would be able form-fragments the way PullRequestController does.
