Commits with the string "UTF-8" or "UTF-16" create a link to a non-existant Jira bug

    Description

      If a git commit message contains the strings "UTF-8" or "UTF-16", the commit gets linked to non-existant Issue (UTF-8 or UTF-16)

      For example:
      git commit -m "Changed encoding to UTF-8 for compatibility with Excel"

      would have a link to https://<ourjiraserver>/browse/UTF-8
