Image Diffs do not offer Blend or Split

In our installation the Blend and Split buttons are disabled despite the images being the same size (the image title is still the normal one: "Compare the..." rather than "...diff mode not available due...").

If I alter the dom to remove disabled="disabled" then everything works normally
