    Description

      How to reproduce:
      1. Make any Stash repo public
      2. Visit your Stash instance unauthenicated
      3. Go to the public repositories' page

      Expected behavior:
      A link to the pull request page is displayed and accessible to view pull requests.

      Actual behavior:
      No link displayed; trying to manually access the URL for the pull request overview page redirects to login form.
