Paging in access keys doesn't work

When adding more than 25 access/public keys, paging doesn't work in most scenarios.

Infinite scrolling a repo's access keys shows an error on the screen (I assume project is the same). When Stash is running locally, the infinite scroll request on a repo page is trying to get: http://localhost:7990/stash/rest/keys/latest/projects/ATLAS/repos/quokka/ssh-keys?start=25&limit=50

On the user profile screen, it won't show more than 25 keys (no infinite scroll/paging at all).

On the user admin screen, infinite scroll works fine. It's getting http://localhost:7990/stash/rest/ssh/latest/keys?start=25&limit=50&user=admin
