As discussions on https://answers.atlassian.com/questions/191749/how-to-get-the-names-of-licensed-users on https://answers.atlassian.com/questions/195495/freeing-unused-stash-licenses show, admistration of licensed users is not easily possible for STASH-admins.

Having STASH configured to allow ActiveDirectory users to login, results in difficulties/impossibilities to:

get an list of all users who do use a license (https://confluence.atlassian.com/display/STASHKB/Determine+the+users+that+currently+occupy+Stash+license+seat. gives a workaround for this - but I think this should be accesible more easy (GUI/Rest interface)
remove obsolete users from the list of users who hold an license
