Allow anonymous access to raw files in a repository

In a similar vein to allowing anonymous access to browse repository contents or to clone repositories, this request is for anonymous access to raw files, when appending "?raw" to browse URLs.

My justification for this feature is that we have files stored in a repository that are passed to bash commands as arguments (specific example: rosinstall files). With Gitorious, I can simply give the bash command a "raw" URL to a Gitorious-hosted file as an argument and it works. With Stash, I have to download the file from the web (or use curl with a username and password in the clear) to grab the file first, and then pass the file to the bash command. It's a hassle and/or a security concern.
