Pre-receive hooks don't run when merging a pull-request

    Description

      In an attempt to limit write access to master branch, I added a pre-receive hook into my server side repo. This works fine for pushes being done from Git command line.

      However, when someone opens a PR for master branch and merges them, the pre-receive hook is not run, thus granting write-access to all.
