Issue Summary
Instruction for the "Title" mandatory field is missing.
Steps to Reproduce
- Open the "Home" page.
- Activate any repository link from the table.
- Now activate Pull request link from left navigation
- Activate any link from “Summary” column of data table.
- Navigate and activate “Show more pull request actions” > "Edit" buttons > a modal appears.
- Navigate to the mentioned "Title" form.
- Observe that the form field label have an asterisk *.
- Observe that the meaning of "*" is not provided.

Actual Results
Although an asterisk * is provided for the "Title" mandatory field in the "Edit pull request" modal dialog, the instruction stating the meaning of the asterisk * is not provided.
As a result, cognitive and screen reader users might not be able to identify the mandatory field.
Expected Results
The meaning of asterisk * should be described in plain text so that all users can understand it. Provide the instruction explaining the meaning of the asterisk such as “* denotes mandatory field”. Place the instruction at the top of the form to ensure all users can access the instruction.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
