Issue Summary

Filtering for only "active" repositories shows "archived" repositories on the personal repository list

I've marked the "affects version" as 9.4.0 as that is the version I've tested and it is impacted. I've also tested 8.9.0, 8.19.0, 9.0.0 and they are NOT impacted. While fixing this it would be useful to see how far back the bug goes and then update the affects version field to the earliest known impacted version.

Steps to Reproduce

1. Navigate to the personal repository list (/profile)
2. Create a repository
3. Archive the repository
4. Navigate back to the personal repository list (/profile)
5. Select "Active" from the dropdown

Expected Results

The list omits archived repositories

Actual Results

The list contains archived repositories

Workaround

1. Select "All" from filter dropdown
2. Refresh ("All" should be selected)
3. Change to "Active"
