Outdated comments disappear from PR page when using direct link

      Issue Summary

      When you use a URL to directly go to an outdated comment, it will display briefly (approx. 5 seconds) and then disappear from view.

      Steps to Reproduce

      1. Copy a link to a comment
      2. Comment is made outdated
      3. Use the link to go to the comment
      4. Comment is displayed on screen for a moment before disappearing

      Expected Results

      Comment should be displayed on screen and should not disappear

      Actual Results

      Comment disappears after 5 seconds.
