Issue Summary

The keyboard shortcuts dialog for a commit says shift-J should open the dialog showing Jira issues. This doesn't appear to work.

This is reproducible on Data Center: yes

Steps to Reproduce

1. Open a commit with related Jira issue(s) (the issue keys will show in the top-right side of the screen)
2. Type shift-J

Expected Results

The Jira issue dialog should open and show related Jira issues

Actual Results

Nothing happens

Workaround

Click the related Jira issues in the top-right corner of the commit screen to bring up the dialog
