Issue Summary

This is reproducible on Data Center: yes

When exporting a pull request comment that has been resolved, it shows as unresolved when it's then imported. 

Steps to Reproduce

1. Export a pull request that contains resolved comments
2. Import the export

Expected Results

The comment shows as resolved

Actual Results

The comment shows as unresovled

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
