Issue Summary

"skip to main content link is missing accross all the tested pages of the website

Steps to Reproduce

1. Open the "source" page.
2. Observe that the skip to main content link is missing on the page.

Actual Results

"skip to main content" link is missing to bypass the repeated blocks of content. Due to this, navigating the page becomes more time consuming for cited keyboard- only users.

Expected Results

Even though headings are defined on the page and this is sufficient to meet the success criteria, However, in order to assist cited keybard users, it is recommended a "skip to main content" link be provided.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
