Bitbucket Mesh Sidecar should be able to self heal

      Problem Definition

      If the Mesh Sidecar process crashes, Bitbucket needs to be manually restarted to bring up the Sidecar process back up.

      Suggested Solution

      Bitbucket should start the Sidecar process again if it detects that it is not running.

      Why this is important

      Bitbucket 8 relies on the sidecar process for several vital functionalities. Currently, the Bitbucket node needs to be restarted if the sidecar fails, which we would like to avoid with a self-healing process.
