Delete Comment Modal : Inaccessible by keyboard and no conforming alternate

Issue Summary

The element is not accessible by keyboard alone and there is no conforming accessible version of the same functionality reachable from the non-conforming page.

Location: After click on the 3dots below comment section > click on delete

Note: The modal does not display using keyboard keys with and without a screen reader.
