Do not send reset password emails to unlicensed users

    Description

      If somebody clicks the button "Unable to access your account" from the Bitbucket UI logon screen and the user they attempt to reset the password for is not a licensed Bitbucket user, or the user resides in an external directory, an email is sent to that user letting them know the password cannot be reset because their account is in an external directory.

      Bitbucket should never send an email for an account/email that is not a licensed user and should never send the email for a user that resides in an external directory.
