"User login failed" is not available as a Summaries filter in Audit Logs

Issue Summary

The User login failed type of event is not available for selection from the Summaries dropdown in the audit log filters even if there are such events.

Steps to Reproduce

1. Have an instance with audit logging enabled
2. Try logging in with an incorrect password
3. Navigate to the audit logs page, you will see the User login failed event in the list
4. At the top of the table click + More to show the Summaries field

Expected Results

User login failed can be selected from the list

Actual Results

User login failed does no appear in the list of selectable summaries.

Workaround

Enter failed in the Search field and click Apply. This may also display other events whose summary contains failed though.
