Add REST api endpoint for commit hashes

There is a private REST api endpoint: /rest/search/latest/commits?query=<git-hash> that is great since it just takes a commit hash and returns among other things the Project/Repo the commit is created in.

This is great when you create integrations based on a commit hash and need to do more stuff in the repo in concern.

However, this private endpoint is not entirely consistent and since it is private, no support is guaranteed.

Please make this great endpoint Public or provide a new similar public endpoint that takes a commit-hash as parameter. That would be awesome!
