Steps to replicate

1. In bitbucket.properties set one or more of properties starting with "plugin.audit." from this section. Set a value different than default value.
2. Start Bitbucket

Expected Behaviour

Value defined for property should take effect

Actual

Behaviour is acc to default value of the property and the one defined in bitbucket.properties file is not considered.

Workaround

Set these properties as JVM system properties e.g. using -D argument.
