Projects and Repositories show as Public even when feature.public.access=false

    Description

      Projects and Repositories show as Public (with the label) even when feature.public.access=false

      Steps to Duplicate:

      • Ensure that public access is enabled
      • Mark a project and\or repository as public
      • Disable public access and restart
      • Visit the project list and you will see that even though public access is disabled the projects that were public have the public tag.  This is the same for repositories that were public.

      This has been verified in Bitbucket 5 and 6.  The projects and repositories are not actually public
