Steps to reproduce:

Fork a repository, with syncing enabled
Create an annotated tag via the UI in the upstream repository

Expected behaviour:

Annotated tag appears in fork

Actual behaviour:

Lightweight tag appears in fork

Workaround:

Create the annotated tag locally and push it rather than creating it through the UI
