Annotated tags created via the UI do not get correctly synced to forks

      Steps to reproduce:

      1. Fork a repository, with syncing enabled
      2. Create an annotated tag via the UI in the upstream repository

      Expected behaviour:

      Annotated tag appears in fork

      Actual behaviour:

      Lightweight tag appears in fork

      Workaround:

      Create the annotated tag locally and push it rather than creating it through the UI
