Ability to filter pull requests by not yet approved.

Lets say I want to review some pull requests. Even though I can filter through pull requests that are Open, I would like the ability to filter those that are Open AND not yet approved. This will allow me to focus on pull requests that need most attention. I would expect this filter option to be alongside the other filtering options in the /pull-requests endpoint of a repository.

The use case is as follows:

The entire team is encouraged to review pull requests. This involves reviewing pull requests that you are not a “reviewer” on. In other words, the trigger for enabling a team member to review should not be limited to adding them as a reviewer.

The way to empower this culture is to show all pull requests that haven’t been approved yet.
