New Role w/ Ability to Manage Repo Level Settings

There should be a role in Bitbucket that enables permissions to modify repo level settings such as WebHooks but not have escalated privileges to delete or rename the repo.

This would be beneficial for RBAC models in large regulated enterprises that have a variety of interpretations of SOX and other security regulations.
