I should be able to provide inline feedback for the commit message in pull requests and see older comments in context in previous commits

Summary:
Detailed commit messages are a critical part of the our team’s development process, and they need to be reviewed just like code changes in a pull request. Bitbucket's workflow doesn’t really support this. You can quote an excerpt from the message in a comment in the overview page, but since it isn’t inline it makes it hard to see the history if the author of the pull request pushes a new revision. Bitbucket let’s you view older commits to see older code comments in context, but there’s no way to do this for the commit message.
