Add support to download a patch file from a pull request

Problem Definition

As a user, when making code changes targeting multiple software releases, I would like to minimize how many times I have to make the same coding changes. To assist I used the Atlassian Labs Download Patch plugin but it appears to no longer support 5.x

Suggested Solution

Provide support to download patches from Pull Requests.
