Add repo level configuration item to disable online editor (BB-9393)

      Our development environment has some requirements as far as source code checking/formatting and test automation.

      As such, we would like to avoid giving anyone the option of using the Bitbucket online editor to directly edit files in the remote repo.

      Would it be possible to add a repo-level configuration setting to disable the online editor in all places (source tab, pull requests, any other source viewers) where it is normally available for that repo?

            As Bitbucket cloud does not support GPG key, we have established the process of checking commits in our ci/cd and we don't want users to edit the file in the browser without signing the commit, so this feature would cover actually the fact that you don't support GPG key in Bitbucket cloud

            As someone who has recently delved into the world of online learning, I cannot stress enough how important it is to have a reliable and efficient Learning Management System (LMS) in place.             This is currently a security threat for us. Being able to lock down the online editing per repo would be a hugely beneficial.

            Similar case than 1db55307390b , we do have some git hooks that are set up for the project and allowing direct edition from the Bitbucket make them pointless (tests, formatting, etc.).
