Erroneous re-opening of old pull requests

I identified a number of pull requests being 'reopened', and I'm unsure of how or why this would occur. The reopening was attributed to a particular developer in the 'activity' sections of the pull requests, but he did not actually reopen anything manually, nor does it seem like this is possible to do in the system.

Is there any explanation for this behavior?
