404 issue tracker

When a user creates an issue, they upload a .docx file to document and supply screenshots of what I need to duplicate the issue. They are able to see this file right after they upload it.

Then they or I come back after a day or so, it get a 404 error on every file that was uploaded when trying to retrieve the file.
