Issue tracker notifications settings page not working (BB-6262)

I cannot set notifications preferences for my issue tracker since the url:

• https://bitbucket.org/<username>/<reponame>/admin/issues/notifications

shows the same settings of the page at the url:

• https://bitbucket.org/<username>/<reponame>/admin/issues
