Allow "and" condition for searching issues (BB-2122)

When specifying multiple filters of the same type, by default the assumption is that only one of the selected values should be matched, i.e.-
Status <is> "open"
or <is> "new"

I would like to see the ability to change or to and via a dropdown (or toggle), so that the following filter is possible:
Version <is not> "1.0 alpha"
and <is not> "1.0 beta"
