POST service does not post, again. (BB-1514)

For the last couple of weeks the POST service on https://bitbucket.org/nevdelap/salt has not been posting. It was broken in the past, intermittently worked, then was apparently fixed, worked for a quite a while, now doesn't work again. I've got the script it is pointing at just logging a timestamp. If I visit the url fine, if I commit to the repository it is not visited.
